You could also try reinstalling directX. It's OK to reinstall the same version of DirectX over your existing version. It's worth a shot. If that does not help you may want to go back to the version of video drivers that emperor used to work with and see if that fixes the problem. If the problem still remains I think you have no choice except to resinstall Emperor. I would recommend going to the Westwood site:

ftp://ftp.westwood.com/pub/emperor/update/EM109EN.EXE

and save a copy so you don't have to autoupdate everytime you have to reinstall the game.
