Aaron Cohen from Westwood answered some questions for me about the patch and release dates. Here is what he said about the upcoming patch:

We're working on a patch that should be out within two weeks. It will speed up multi-play and address a few other problems. It's in test right now.

About the foriegn release dates he said that they would be available soon. If you are looking for the English version, he suggests the best way is to mail order it over the Internet.
