Another Rules.txt editor has been released, this time by Riper. It is called Dune Visual Mod Creator and as its name implies it has a nice graphical interface that displays the stats it can edit. So far you can edit Health, Cost, Speed, Buildtime, and a few other stats, more are planned in future releases. You can find the download in the Emperor files section.
