You can use this tool first.https://d2kplus.com/tile-set-editor/ You can open the tileset (the .r16 file); and use "export" to get the imagen. then you simply edit it with photoshop, gimp or whatever paint tool you have; and once done you use that tile set editor to import the imagen in and save it as a .r16 file. If I recall, the tool-kit should have this tool already incorporated, so if you have the tool-kit already you don't need to download anything more.
