Tarot cards as are commonly used today as a means of fortelling fortune or the future. In the Dune Universe, the Dune Tarot was introduced in Arrakis sometime during Paul's rule. This gave a lot of people a very limited amount of prescience similar to the powers Paul and Alia possessed.

The effect of this on Paul, was that it muddied his visions of time. As was explained, oracles cannot see other oracles in their visions. The proliferation of the Dune Tarot meant that hundreds, maybe thousands of people were experiencing oracular visions (however inept) similar to Paul and Alia. This served to cloud their visions of time.

Both. By giving the user of the cards limited precience, it clouds the vision of other oracles.

FOr example, in Dune Messiah,

[hide]Edric was a part of the conspiracy because he had limited precient abilities. His presence there created a "blind spot" in Paul's oracular sight.[/hide]

But, also keep in mind:

[hide]It may have muddled Paul's vision a bit, but it didn't make a diference. He already saw everything that was going to happen in Messiah from the very beggining of the book. He was merely acting out a part. The only surprise was Leto, and that's because Leto, as an oracle, was hidden from him.[/hide]
