Unfortunately, the file format used is very difficult to edit, and no-one has yet managed to alter any ingame graphics whatsoever. The only things you can change are a handful of statistics (such as armour, speed, etc) using TibEd, and perhaps the graphics for the User Interface, such as the unit pictures in briefings.

Here is a string table editor that allows to edit Dune 2000 string tables that (should) contain mission briefings as well as other game text (click the link after the list of supported games). And here is a Dune 2000 graphics converter (close to the bottom of the page, click d2kc-12-rus.zip in the right column to start downloading).

Wow, that program is really, really nice. You can change any image in the game to what you want. This way you can really make a different looking mod. Too bad it's only for 8 bit.

Anybody might know one that works for also the r16 files? Or has more info that he might wanna share that can help me. I'm currently making a website in Dune 2000 theme for the "Clash of the Landsraad" mod and the more images, the better and maybe I will even edit the mod to get different images in the game.

Think about the possibilities... replace one house with a totally new look and feel (images and unit statistics). :)
