That statement Ordos45 could be true due to the suspicion of Iranian Shi'ite muslims using money to influence the political field in Iraq.

Iran is a Shi'ite muslim country that does have close relations with Iraqi's Shi'ite muslims. Shi'ite muslims are the majority in Iraq but the Iranian government has denied interfering in Iraq. The Iraqi Defense Minster Hazem Shaalan made a conterversal comment recently about Iran. He commented that Iran was Iraq's first enemy due to the suspected belief that Iran is supporting the insurgency. Iran as a government has denied this accusation.
