Modifications to the game rules files etc; go to Dune Editing to find some for Emperor.

about half are made by me although I would only out of all of them recommend about 7. Look for the high ratings

If I have a MOD, can I play against someone who hasn't got one?

I actually don't know as I haven't tried. Maybe you could be the first person to see (that I know). Several things could happen. a) The game is affected by mod        b)only people with mods would be affected by that mod they have

c)the thing won't work and stuff up.

You cannot (in theory) play against anyone not modded in the same way; plus it's not allowed (by WW) to use mods online. Not that some people I've seen in other games care.
