Most towns firstly demanded some serving to state before giving citizenship. Mostly serving in army or hard taxes. Sparta was just rather more closed to the others because it was an inland city. Sparta was just rather more closed to the others because it was an inland city"Visitors to Sparta were very, very rare, and giving citizenship to a non-born spartan was almost unthinkable - as I have said, it was only done as a last resort with high demands due to the population crisis later in its history.
