Resource.cfg questions

I realize this is an old game, but I finally have it working on Windows 10 Pro 64 Bit version 1709 and I would like to copy the three mission discs and run them from the hard disc.  Does anyone still have it installed and can you attach a copy of the resource.cfg file.  If I make ISO files of each of the mission discs, mount the files to obtain a drive letter, and modify the resource.cfg to point to the mounted drive letter it works fine.  The games also works fine when I play from the original CDs.  However, when I create a folder in the game directory and copy the contents of the three discs I can not get the game to start when I select the missions.  I feel like it should work if I can figure out just what information in the configuration file.  I have tried CD2; C:\westwood\emperor\CD2 for the game disc and C:\westwood\emperor\CD2\music for the sound plus numerous other entries.
