You can use wormrider anytime - just deploy a Advanced Fremen his thumper will attract a worm that he then rides.

I think Shai Hulud mod support FRemen Biker as an unarmed APC.., otherwise it is not used as it is not generally possible to edit units to add weapons to unarmed units. (I think in the last 5 years only 2 or 3 modders have added a weapon to one or two units and they did not include the biker).
