Missing rules.ini

When I wanted to try enabling the pre-order units I started looking for the rules.ini file. It said that it is supposed to be in the data/model directory, but I doesn't have such a dir?

So then I tried search for a file called rules.ini on my computer..no luck?!?

Can anybody help me out here?

It isn't normally there I think. Someone extracted it from another file. Just download one of the files from the site and put it in that directory and it should work. If its not there already create it.
