I bought Emperor quite a while back but found I got the "cannot create 3D device" message when trying to load it.

Reading the messages below I see many references to how demanding the game is and how slow it plays on older computers.

So, my question is: assuming I download the latest drivers and can actually get the game to play, will it be maddeningly slow?

Emperor is at the edge of RTS games graphics wise while Red Alert is a few years behind, hence the vast difference in system requirements. The game won't run amazing at high detail levels but it should still run fairly well.

And you should be downloading the latest drivers regardless of whether you have Emperor or not.

I certainly needed my new drivers; all the textures messed up when I played it at first. Drivers do solve the problems; you may also want to ensure you have the newest DirectX.
