An important thing to do in this scenario is to make sure you only send cargo to stations where demand is high. Level 3 demand for passengers and 4 for mail otherwise your trains only break even or lose money. Industry will make you more money but you must only ship where demand is close to maximum. also trains are quite fast so 1 train can cover alot of ground. Use electrics.
