For the longest time I could not find the no-cd resource.cfg file anywhere or what the changes should look like once you copy the CD/ISO contents to the respective CD1-CD4 folders locally. Hope the below helps. Issue seemed to be with Trainer and Fast Build activation for me. Did a quick redo with only God Mode to check and progressed to next mission.
