today i wanted to install emperor again i get the screen where i have to click install but after that it seem do do nothing it's an litle strange but do someone knows how i can solve this

(im dutch srry if my english is bad)im new to modding and im needing some help im not sure if you guys know how to solve my problem but when i start an game when loading is almost done it goes back to bureaupage and theres an window with in game.exe is an error appeared i know the problem is in my aart.ini and rules.ini but i cant find it here are my art.ini and rules.ini ArtIni.txt Rules.txt
