Engineers won't catch palaces on "Imperial palace War", How to?

Hi everybody,

I am playing Dune for yeras now but I found those nice fan maps, and I am confused with "Imperial palace war" fan map and in others too it is the same situation.

Great fan maps by the way.

Usually we just need an engineer to catch a building and also palaces but the palaces present in that map don't let them be caught by engineers.

Is it me or something is wrong ? Is there something special to do ?
