If you're talking about the Germany scenario that starts in 1877, you won't have access to Austria until August of 1882, then a Triple Alliance will open up Austria, according to the events anyway.  ;)

Correct on the scenario 1877. Problem remains until end of game. I found the old? site and saw that others had had the same problem. I haven't had time to check those fixes out.
