How do you place a city?

Hi all, I know this may be a newbie question but then again, a newbie I am  ;)

Anyway, I just started messing around with the RRT3 map editor today and it was extremely straight forward all except for how to place a city.  I was able to create cities but have no idea how to actually place them on the map.

Any help is appreciated!  ;D
