Hitler is an exception, yes, but remember he was "elected" partly because the Nazis were the National Socialist German Workers' Party, partly because he had disposed of all his communist enemies, scared off most of the socialists from turning up, thus meaning the Reichstag was mostly (but not representatively) right-wing, partly because the President was thoroughly opposed to making anyone left of von Papen Chancellor, and partly through sheer shows of force (SA/SS watching people vote).
