yup they could be built at the palace. Hark could have a tough man with railgun ;D

1)I think emperor need hero units for each side like in Ra2:Yr. What do you think? If somone likes the idea they could make a mod with hero units. 2)There should also be the guard/follow command so you can send your deva protected by 2 buzzes to enemy base and kick some butt!
