Right now i'm playing campaine mode, .. but i didn't know ou can upgrade buildings...wheres the option?

Can anyone help me, i just started playing, i've gone through 3 levels and i never get options to build engineers , advanced carryalls, or ornothopters. I've built all the buildings, what am i doing wrong? Thanks in advance.
