Fast Scroll Issues with XP

Hi Folks, Can some one tell me why that Railroad Tycoon II: Gold scrolls really fast in XP? It makes game play almost impossible and It is driving me nuts :'( can anyone help? I have two XP machines and the sane thing happens! thanks Blitz
