I made it !!! The file name should be "Rules " NOT "Rules.txt" But still can make tanks by startport .

Thankyou for all of you guys' reply . But actually i can used riper's infantry mod on the old version of Emperor one time . But now i can't use it anymore . I put the newest infantry mod which made by alpha , I put that Rules.txt and Artini.txt ( downloaded from this site) into Model folder and it is in the Data directory . But i still can build all of the tanks . In riper's mod no tanks factory can be built , only that time suceed .

But still nothing changed in the game ??? ???

I mean just allow air units to be built and the guard building I already followed your instruction but the mod didn't work !
