Ok. But where to put rulest.txt

Please help. I've tried everything I've read but no success. I put rules.txt, art.txt into /DATA/model dir. I've tried to put them into new model0002.rfd via dunex etc. Nothing happened. Of course I restarted game after modification. Should I install game to drive C: My exact path for the game is e:gameemperor Dose it make any difference. I've also tried creating directory in C:wetwoodemperordatamodel and put art.txt and rules.txt and again nothing changed. Any advice would be appreciated.
