In the prequels, it is ruled by House Vernius. They were relatively unaffected by the Butlerian Jihad, and so they became the technological centre of the universe. Her daughter was supposedly to be the mother of an earlier Kwisatz Haderach, but I don't know how that can be, since it says in Dune that the BG were formed after the Jihad.
